If you live
anywhere within the county, you can apply to the sheriff. Some sheriffs will require you to apply to your city first if you live in a city, but after the city rejects you, the county must evaluate your application.
Regardless, unless you are extremely well-connected, you will not get a CCW in SC city or county, short of a lawsuit.
