A refinement:
it's legal for you to buy handguns not on the list
and move into California and bring them
with you into the state
and register them as required by law.
Just in case someone might think it's legal to buy non C&R handguns out of state when one is only a California resident.
And I certainly agree the Roster is only a means to reduce the number of firearms in the state; there's no other effect of the law.
