In a nutshell, 922r is triggered if you change an imported rifles "catagory". Ill use Saigas as an example because thats the rifle I know. It is imorted as a hunting/sporting rifle. The adding of a hi-cap mag or a pistol grip or a folding/collapsable stock changes its "catagory" from sporting to non-sporting or some such. To be legal under 922r you now can only have 10 or less foriegn made parts. The Saiga rifles have 14 countable foriegn parts so replacing 4 foriegn parts with 4 US made parts makes you 922r legal.
By the shop person telling me I can slap AK mags in the rifle would trigger 922r even if the mags were US made (you would be 1 countable part short).
But like I said, I dont think anyone has ever been charged/convicted of breaking 922r but i dont plan on being the first.
