And, exactly who would be paying for this lawsuit? Exactly who would be getting the money from said lawsuit? And how long would it take to fight in court?
Maybe this is the new stimulus package. Create a law so ridiculously illegal that the lawsuit forces the state to raise taxes (like they need an excuse), then they refuse to pay claiming they had to use the money to pay off the pre--existing debt first.
