The "transitions" of configuration are from CA legal to CA legal to not CA legal so we can go from top load to BB without "passing through" the out of state configuration.
Are there any concerns the screw that controls configuration can turn out a bit and someone set for BB use can find themselves in the out of state configuration? Five turns is a fair amount of distance I agree, would a touch (just enough to gum things up a bit) of blue loctite be advisable? I think blue would allow for turning but prevent any free backing out possibility.

Although if you have to loctite it, you might as well have a standard BB? That would be just about as easy to "De-Kalifornicate"-remove loctite BB, insert standard mag release...wash, rinse, repeat after returning from the free-states.
