Your "buy-back" is 3-3.5% of your active duty base pay for total time served...depends when you served. Pre-1999 is 3% while later years fluctuated up to 3.5%. Each year bought back adds a year service credit to FERS. Depending on your status, that may equal an extra 1% per year bought back. As previously stated, If you're in a 6c covered position, your military time does not count towards retirement eligibility. If you retired from the military you cannot buy it back under FERS unless you waive your military retirement.

You do not need to buy back your years to earn the higher leave accrual. That's based off your service comp date which HR enters based on your DD214.
