http://www.leginfo.ca.gov/calaw.html is the older site, and seems not to be getting updated on the same schedule as http://leginfo.legislature.ca.gov/faces/codes.xhtml; OTOH, as already noted, things that become law on Jan 1 of the next closest year (known in October, after the date the Governor must veto or the bill becomes law anyway) usually will not get updated until approximately October/November.

Things that are passed in a session, but have a further out implementation date, often appear twice - once with the 'as it is now' and once 'as it will be on the date'. After the effective date, the older versions are deleted.

There is no value at all complaining or analyzing or reading tea leaves to decide what these bills really mean or actually do; any bill with a chance to pass will be bad for gun owners.

The details only count after the Governor signs the bills.
