If you get a JSE upper, be prepared to put some work into it to get it running (most likely at least an upgraded extractor spring & O-Ring, then again thats a worth while upgrade anyway)...
In that price range, I'd probably get a Pallemeto State Armory Upper or a Del-ton... For the money, they're decent.
If you wanted a quality upper you should be looking at Daniel Defense, KAC, Noveski, BCM, LMT,
maybe Colt.
