It's interesting...from the story I'd agree with the actions taken for the most part. If she truly felt like she was in trouble, her best form of self preservation would have been to drive away. Yes, she would have been leaving the scene of an accident but she had already started a conversation with 911 and simply could have called back and said this is what I had to do.
That said, being a 6' tall male, I have been on the other side of this situation and seen the other side of the story. I was hit by a woman and apparently she didn't realize it and kept going. I had pulled over to check my car and when I saw the damage I chased after her. When I found her parked on a side street I confronted her (she was in her car) and needless to say I was not a happy person. She didn't believe my story nor would she get out of the car to look at the damage she had caused (it was VERY obvious the two cars had collided). So I called the Police and when they showed up and spoke to us both, they sided with me, however I got a nice lecture about I should "watch" myself...the story she told them wasn't the same version that had transpired.
Two sides to each story...always. Did the woman in the original post do what she needed to stay safe, absolutely.
