Very important point. The question itself concedes that there is a public safety issue to be balanced against the right.

I assert that there may be an inverse public safety component. Switzerland has almost NO gun crime and every household has a real assault weapon and a cache of ammo.

What's a criminal going do in an environment like that, LOL?

The Second Amendment is the one right that is so fundamental that the inability to exercise it, should the need arise, would render all other rights null and void. Dead people have no rights.
