there is no statutory minimum age limit mentioned in the PC or CCR. As such, 18 should be the limit but the issuing agency may not be willing to issue to those that young

18 is the minimum age to be transfered a handgun in CA. It is assumed that 18 would be the age to make you own handgun as well, but I might be mistaken on that one.
