There is a Bill Index - one for each house. All it has is Author/Bill Number/Topic.

Later on there will be a Table of Sections Affected but the one available 1/10/11 is from last session. That will indicate what sections will be changed; until the new numbering is implemented, most things of interest to Calgunners change something in the range 12000 - 12999
New Numbering in general:

16000. This act recodifies the provisions of former Title 2
(commencing with Section 12000) of Part 4, which was entitled
"Control of Deadly Weapons." The act shall be known and may be cited
as the "Deadly Weapons Recodification Act of 2010."

TITLE 2. WEAPONS GENERALLY
DIVISION 1. MISCELLANEOUS RULES RELATING TO WEAPONS GENERALLY
17500. Every person having upon the person any deadly weapon,
with intent to assault another, is guilty of a misdemeanor.

TITLE 3. WEAPONS AND DEVICES OTHER THAN FIREARMS
DIVISION 1. BB DEVICES
19910. Every person who sells any BB device to a minor is guilty
of a misdemeanor.

TITLE 4. FIREARMS
DIVISION 1. PRELIMINARY PROVISIONS
23500. The provisions listed in Section 16580 shall be known and
may be cited as "The Dangerous Weapons Control Law."

With the 2011 session, the HTML version of table of Sections has links to the bills, so one may go directly to the bill page and read the current text and bill status information

That gives you the history.

To keep a little ahead of things, you need to read the Daily Files. They're only published as .PDFs.
