Such a shame, just like with the laws, there is always someone who feels they don't apply to them or will just ignore them until caught or banned. Simply not worth it in the big picture. If he's a regular and has done this before, is there a possibility that he might be a friend of the owner and is allowed to do that at this range? Sometimes knowing someone or being friends with the right people can be a nice advantage. Just a thought....
