Santa Ana River @ 91 and 71 freeways
 
I always see guys fishing down there when I drive by on the freeway. Is it legal? Where can you park and not get a ticket? Do you have to bike in on the Santa Ana River Trail?

Yes tou can fish there no its not legal. Its technically trespassing but I don't think anyone enforces it. You have to go further down the spillway for it to be legal.

Some people park on the south side of the 91 in the industrial area. There's a under crossing that goes under the freeway. It's part of the SB/Riv. Co trails system. But watch out at night, because it is also a travel corridor between Cleveland Forest and the Chino Hills for mountain lions.
Also watch for parking signs on the street. Some areas are tow away at certain times.

What are they catching there?
I tried fishing there many years ago and never got a bite.
I also never say any one but found fishing trash laying around so I suspected there may be fish there.

Mostly carp and some cats If you go to the connecting channels north in chino hills spillway or east to Cucamonga creek there are more fish. Even some bluegill. Again its all about finding a place that is not trespassing.

This is where people use to park and I think they sitll do. The trailhead is on US Army Corps of Engineers property, Prado Dam and the spillway is administered my US Army Corps of Engineers. This is where you can park or have someone drop you off.

The area on the east side of 71 is now gated off (or at least it was last week). You may be able to park 1 car there, but I didn't notice if the small area left is posted no parking or not. Before they fenced it off, you could park 5-6 cars there.
I didn't notice if the access road on the west side of 71 is gated or not.

Both sides are gated. West side is posted No Parking. Never looked at the East side.
Industrial area on the South side of the 91 has No Parking signs all over the place. You can see where there is a cut in the corner of the parking lot fence and a trail leading under the 91, but I dont want to get my Truck towed.
I'm thinking I'll have to Bike in on the Santa Ana River Trail. Not sure if it connects from Green River. Dont know if the Golf Course lets people pass through.

If you don't mind a long bike ride, you can bike in from Chino Hills State Park. I've ridden to the 71 several times. That north/south dirt road in your picture west of the 71 is coming out of the CHSP.

lol, ive been all over that watershed no hogs in that area. they are further up east. Lots of deer though!

Also, if you park at the NORTH WEST corner of the 91/71 interchange (in the dirt), make sure you don't have any valuables in plain sight within the vehicle. I heard from my neighbor that his car had been broken into there several times. He doesn't fish there anymore and hasn't for several years due to the crime and some of the clientele that also visit.

Lastly, make sure you speak Spanish too because the place gets trashed there and at times, looks like little Tijuana.
