Is it one of these rails that attaches to stock plastic handguards?

Remove the bottom handguard.
The three nuts should go inside the handguard.
The rail screws into the nuts through three of the existing holes.

Thanks for replying
Yes it attaches to the stock plastic handguards.
That means i have to take the handguards off do i need a tool to remove the handguards?

No, you do not need a tool. Just strong fingers! It's a little tricky to do the first time, but not that difficult.

I just recieved the CAA universal picannty rail, but the problem is that the holes on my stag arms ar15 dosent match with the rail holes. Do they make a specific model of rail that fits my rifle ? Does anyone know where can i purchase it ?
thanks

Not that this necessarily helps you (unless you really want a picatinny that works with your upper and are willing to buy another), but GG&G UFIR worked with my Stag upper...
I never much liked CAA products and have had nothing but great luck with GG&G.
