Why wouldnt I want a C&R and COE in 2017? garand purchase

disclaimer: i tried searching for what i wanted, but seems like the answers change based on the date of the posts I find... wanted 2017 opinions yes, Im late to the party. I want (a) Garand(s). Ive started looking around at options and just found out that if i find one i like from a dealer, I have to pay sales tax + fees. So doing the math, it seems like a C&R + COE (50 bucks) + 20 registration is way cheaper than what id have to pay to an FFL (approx 150). And thats just buying one gun. Online ammo sales seems to be another plus. No sales tax to FFL would be nice too Ive read some about inventory reviews. Seems like that might be a reason NOT to CR/COE, but are they only looking at my Garands or are they looking at everything else i have too (legal of course... ar15s)? Why would i NOT want to go down the road of CR/COE in present day CA? thanks |
The COE for the first time is probably more close to $90, fyi. Having the 03/coe isn't as attractive as it used to, but i still find it useful. Especially if you go cross stateline and find something you like, you can take it home with you.

Ok, so even if its a wash for the first year, it seems like there are no downsides to having it?
Are the inspections just for C&R firearms or everything i own? thanks |
There really is no downside. Yes, your book can be audited, but it's extremely rare and the stories that have been told on this board are that the agents were friendly and the inspection was no big deal.

If you see yourself collecting c&r's then there's no downside. But I wouldn't for a one time purchase.
It can be $100+ for the coe cause you have to do a live scan then its $22/year. 03 is $30/3 years. The biggest hurdle is time. My 03 took about 2 months, which I've read is really fast. Coe was another month or so. But CMP...woooo man they have a different scale of time there. From clinic to getting my member number took about 6 months. Then you join a club which is another $25/year. Notarize the order $10 and then wait. In my experience it has taken 6 months to get rifles. Thats from mailing to receiving. Parts orders are faster. Just this Monday fed ex dropped off 2 service grades I ordered last August (very nice six digit M1's too hehehe). To give you an idea I mailed it in August, they received and input my order in October and shipped it last Friday. My first order a handful of years ago took 6 months as well. Everyone has a different experience with cmp. When I sent in my order sg's were in stock. But when they received my order they were out of stock. Can't predict inventory changes with that unpredictable timeline. If you have patience then it'll all work out. Imo for the long run yes its nice to have. But for short term no because it's a lot of work and takes months. I'd rather pay an extra $100 for dealer transfer and call it a day. Hope this helps. |
I thought about getting an 03 license but once I found a place that did transfers for $25+state it just stopped being worth it.

Did the FFL thing for a couple of years then the FFL/COE dance for a year for a couple of purchases. Biggest regret was giving up the FFL I had for 3+ years, which took about an hour and a half to get over. The yearly renewal was the killer, money down the drain if not purchasing regularly.
As was stated above, not worth it for one or two purchases. |
The thing that pushed me over the edge to get 03 FFL with COE is the fact that I will still be able to import ammo direct to my door after the new ammo background check law kicks in.

Even if i only buy 2 or 3, it seems like thats much much better than paying ffl, dros and taxes each time i find something i like. Ammo is an added benefit.

i just saw one of those field grade specials this last weekend. Definitely a nice gun. If service grade USGI rifles are 1200+ bucks, then this becomes that much more appealing.

COE will be useful once the stupid new ammo law kicks in 2018. Maybe we'll get lucky and a judge might overturn the law, but don't count on it.

The dealer discounts at Brownells easily pay for the $10/yr the 03 costs. I'd keep mine for that reason alone if it came down to it. And the COE is only $22/yr and will exempt me from the crazy ammo restrictions that are coming. And leaving the same day with a C&R from a dealer comes in very handy once in a while.
I've figured that as long as I live in CA, I'm keeping both unless they remove the exemptions. |
IF the boys and girls at BATFE decide to audit you, they can only audit your C&R firearms.
