I turned renewal ppk. in on weds. Mine expired the beginning of Feb. I had a renewal appt. for mid April. She stamped my expired permit to be good through March. Hopefully I get the new one here next week.

Well, it would be very interesting to find out what they mean by 'approved up to this point' means. Because your license is either approved upon good cause or not.

And this is wrong.

The demand for the local fees up front is not SB610 compliant. If the local fees total $100 they may only collect 20% at the time of application. They can only collect $113 at the time you apply. The balance may only be collected when they issue your license. Regardless of whether or not they approve your application, you should be recieving notification by mail either 90 days from the time your application was originally submitted or thirty days after they recieve the results from the DOJ- whichever is later.

Approval for good cause and good moral character is the only approval that matters. And according to the law, the issuing agency is required to notify the applicant of their determination by mail before the applicant is required to obtain training.

This correspondance, on the other hand, is an email that encourages the applicant to pay his fees in full in advance of DOJ/Livescan and since there is no mention of obtaining training and certification- I am assuming that this was submitted at the time of application. Placer appears not to be following SB610.

Expecting law enforcement to administer the law according to the law is not unreasonable. I think they should be held accountable.

The simplest breakdown of the process should be the following;

Placer County does not require a class before your interview. The class certification must be submitted at you fingerprint appointment. This email was to let people who had appointments know that they had created more options for finger printing. I think the county is doing thing that are positively effecting CCW applicants. Oh, that does clear up some things...Thank you. And it seems to reaffirm the problems with the Placer S/O's policies I have pointed out.

While they may be in compliance with some of SB610 (in particular with the collection of fees and notification of denial by mail...), their step by step proceedure conjoined with their 'CCW checklist' found here ( http://www.placer.ca.gov/departments...D608ADD3B.ashx ) appears to be making demands for superflous documentation as well as the training certificate in advance of this determination and even warns... "No application will be submitted for review until all documents are in place."

The following policy requirements are also unlawful;
  • The three gun limit. (There is no statutory limit to how many guns one may list.)
  • The demand for utility bills or other documentation proving residency. (PC26175(g))
  • The demand for business licenses, employer statements or other documentation supporting good cause.(PC26175(g))
  • And unless the condition (or any other restrictions) to notify law enforcement that you are a license holder is imprinted on the license, it is no condition at all. (PC26200(b))

An applicant needs to provide just three things in submitting their application. The completed application, their fingerprints and (in Placer counties case) $113.

Nice, I interviewed in Jan and did not have a live scan appointment until April 16th, Hopefully there new process is speeding things up. If DOJ :oji: would just speed up a little

Did live scan on April 4th, according to DOJ automated system both results were sent back to Requesting agency on April 6th. After calling the sheriff's dept today they say there still waiting on DOJ results. Not sure what to do? They should have the results as of April 6th.

According to statute, the Sheriffs office has 30 days from April 6th or 90 days from the date of initial application (which ever is later) to send their determination by mail. I would wager you would hear from them before then. If not, they could need a friendly reminder from CGF.

Either the Sheriff's office is lying to you, or the California Department of Justice is. I wouldn't rule out some clerical problem on either end either, but if you were backlogged, would you be completely forthcoming about not abiding by statutory time constraints if it meant you might be sued?

My live scan expieriece was great. The people at the sheriffs office have been very pleasant and easy to talk to. What im hearing is that there doing everything they can to keep up with the high demand for CCW permits and DOJ is very busy also due to the high volume of gun sales. Trying to be patient....after all the time invested, expenses, training, just want to know already.

Be happy they kept you in the loop. I could go into great detail with my experience but I don't want them yanking my permit. Just be patient and nice otherwise they will have no problem denying your permit for no reason.

BTW, in Placer if you're pull over by any LE Agency, you have to immediately declare that you have a CCW and are carrying, otherwise it's grounds for revocation. I just talked with them yesterday....new rule....so don't shoot the messenger.

David Sens is a nice man and seems genuinely there to help and make sure your application is solid. Seems that they are still being picky about GC. Self defense is a no go.

Does anyone have any updated info on what constitutes GC in Placer County. I dont have a reason for work, but I would like the option. It sounds like I should take up hiking? Any other suggestions.

Unfortunately, there is no "definitive" GC statement that works. It really depends on the applicant. In speaking with them, they WILL NOT accept protection or SD. There has to be a good reason (according to them) why you want a CCW in Placer.

Well after my initial interview in January and finger printing in April. It came in the mail today. :mnl::clap: I want to tell anyone who might have things in the past that are thinking about applying in Placer County, don't let that hold you back Be honest and disclose everything it paid off. I had two instructors tell me they did not feel comfortable taking my money for a class because odds where not in my favor. When PCSO corrected their procedure to allow for the interview before the class, I took the chance and interviewed. Then took my class once i had a fingerprint date. Thank you to all of you who answered question during
this process.

By law, the issuing agency has to post a letter within 90 days of the initial application or 30 days after receiving the DOJ background check. I suspect the Placer County S/O violated the law by exceeding this time limit.
2) Fingerprints are a component of a DOJ background check. If the background check hadnt come back yet (and by implication, the determination of the S/O as well), the poster shouldnt have proceeded to paying for or obtained their certificate until the PCSO posted a letter of their determination.

Not trying to slam you here. Do you ever just congratulate or just beat up issuing agency. I am all for agency following the rules, I have not searched your other post, do you do this for all counties of just in the Placer County thread. Do you have a bone to pick with PCSO???

The conversations about Live Scan delays seem curious to me, I have been doing some work with Florida MDPD recently and the background check took 2 days. Was not for Carry but if you are going to work on their systems you get checked; even included Interpol.

My interview date is Jan 23rd; what instructors do people recommend?

I just scheduled my interview for Jan 16th 2014. I'm a little late to the party, I know, but I have had a pretty colorful driving record in the past, so I've been waiting for some of that to go > 5 years back.

I'm still concerned about Section 7, question 6. "List any arrest or formal charges, with or without disposition, for any criminal offense within the U.S...., etc."

It doesn't say anything about "within the last five years". What to do?

If your Just Cause is based on work you are doing for your employer, you must provide a written statement from your employer verifying the work you do and their consensus that a CCW is warranted. This must be an original document on company letter head and signed.
My good cause will be in part based on travel as a software consultant. I work for one of the largest software companies and I doubt I could ever obtain such a letter as their lawyers would be paranoid. Is this going to be a deal breaker, any thoughts are appreciated?

I believe it could be a deal breaker. If your basis for obtaining a CCW is travel for work, and your employer doesn't specifically grant you permission, you might be SOL. If you are an independent contractor for yourself, you would be in the clear. Think of other hobbies or travel you do that could warrant self protection.

It was not going to be solely on that; maybe I can figure out some verbiage with my immediate boss that he could put into a letter.

The good news is I have no arrests, no tickets in well over 10 years, and even then very few. Ordered my DMV record to be sure I know the really old ones.
