Can anyone tell me if CA LEOs can PPT handguns which are non-CA list approved? For instance, is a police officer who owns a g17L decides he no longer wants it able to sell it to a non-LEO (civilian), or are they only allowed to sell them to other LEOs or someone out of the state?

As long as it's not department property ;) a LEO can sell basically any non-AW handgun they own via PPT. They just can't sell the "large capacity magazines" that they own.
LEO acquisition and later PPT is one of the ways that pistols that are not on the 'safe for sale' list gets into California and into circulation.
