Ck out the slide show "In Pictures" of the Worst 10 (the photos include captions w/info about the cities), and you will see that Stockton (San Joaquin) and Modesto (Stanislaus) are listed. Both have high crime rates, but esp Stockton. Thus they might be ripe for starting Members' Councils, putting pressure on their respective sheriffs to issue CCWs reasonably, and encouraging members to apply. Plus, that could lay the ground work for electing Will Issue sheriffs in 2010.

It pays by giving you a sense of doing something effective to help protect, defend, and expand your gun rights. There isn't monetary compensation.
