You can't have a folding stock on an AR15. The buffer and spring are in the stock and are required for operation.

the LR-300 is a folding stock version of the AR15. They just moved the buffer system under the handguards

Unless you have an AR with the recoil system moved to underneath the handguards, you can't get a real folding stock for it.

Are those non mil spec?
Yes they are. The military does not use folding stocks on their AR's, so all folding stocks are non-milspec.
The stocks on that page are only for .22LR AR's or ZM Weapons style AR's.

Whether the military uses something doesn't mean it isn't mil-spec.
Military specifications can be met by items that never see field use. For example, many safety glasses and goggles meet mil-spec, but don't have military contracts. The manufacturers know it's worth their effort to improve their product reputation.

The main caveat is that a semiautomatic centerfire rifle has to be no less than 30" long with the stock folded. Doesn't matter if the magazine is fixed or not.
Per 12276.1
http://ag.ca.gov/firearms/dwcl/12275.php
this isnt for a centerfire rifle.

You'll still need to keep it above 26" with a 16" barrel to satisfy Federal minimum length.
i know the laws but i need my question answered so i know i bit about this stuff before i buy

A couple of things for your question that needs to be answered. Building an AR-15 in Cailifornia is a Felony. You should read up on the laws before beginning a quest to build your super rifle.
Here is some technical info for you. The AR style platform of rifles uses a recoil gas system which makes the use of a folding stock impossible.
If you want a folding stock rifle buy a 22lr like the ruger or marlin and get one of the ace stocks. You could also check out the Walther G22. That is a nice bullpup rifle.

Even with a BB, that rifle won't ever be legal in CA. Needs a tax stamp. ZM seems just like any of the gas piston uppers. I think they are made by YHM.
