Wouldn't I get better accuracy with a dedicated upper?

yes you would get better accuracy out of a dedicated upper, not to mention not filling your gas tube with the junk that's left behind when you shoot 22lr... if you're gonna strictly shoot 22lr w/o the chance of shooting .223/556 it's not a bad way to go.
i would just go with a 223/556 upper and a conversion kit just to have the option to shoot both.

I have both a Ciener kit and a dedicated upper, and for just plain plinking, the kit is certainly good enough. It swaps in just a few seconds. I have heard it recommended to shoot a few 5.56 thru after swapping the Ciener kit out, just to blow out the gas tube.

Worst thing I have noticed is that the .22LR stuff is so weak that it needs to be lubed well to keep on firing; seems like every 100 or 200 rounds or so. But it's a lot of fun, and the kit is small enough that you can throw it and a brick of ammo in your range bag just in case you want to pop away with cheap stuff.
