Can I buy stripped lowers and give them to my kids (all under 18) for Christmas, with a signed and dated gift letter (and notorized as proof of date), but keep possession until they are 18? Then at 18 let them take possession?

The goal of this is to allow then to have rifles without being registered in California (prior to 2014).

Under Federal & CA laws...

It is legal for a minor to own a rifle, shotgun or other firearm.

A receiver is a other firearm.

Therefore, in accordance to Federal & CA laws...
1. It is legal for your to buy (4473/DROS/10 day wait) a receiver.
2. It is legal for you to gift (hand it to them with no paperwork required) that receiver to your minor child.
3. It is legal for your minor child to use that receiver to build a rifle, shotgun or other firearm.
