What are the laws about gifting a handgun from one family member to another? Any new legislation or hoops to jump through? My generous father-in-law is gifting me a nice, old Model 60 in a few months...

You both need to take that handgun down to an FFL (provided your are both from CA) and do a PPT. You will wait 10 days and then you can pick up your firearm.

There is no FIL>SIL special exemptions to this transfer.

You will also have to have a Handgun Safety Certificate

Except that 'father in law' is not in the legally defined group of 'family members'; wife, being daughter of father in law, qualifies as parent/child.
