View Full Version : "Shall Issue" Legislation Introduced in Iowa!

IOWA: House File 120, introduced by State Representative Clel Baudler [R-58], would change the Iowa Right-to-Carry law to make Iowa a "shall-issue" state. According to HF120, any law-abiding persons 21 years of age or older would be eligible for a permit to carry a concealed handgun if they pass a training and marksmanship course. Training would not be required for a renewal of the permit to carry a firearm. HF120 also has a reciprocity provision that allows a person possessing a valid out-of-state permit to carry a weapon to be entitled to the privileges and subject to the restrictions of Iowa law provided the state that issued the license recognizes weapons permits issued in Iowa.

While Iowa is Reasonable "May Issue," I've heard it tends to suffer from the same problems as CA's "May Issue" system -- if you live where you really need a CCW, it is tough to get one. Plus, even if your local issuing authority is reasonable in issuance now, that is no guarantee that they will remain in office and/or not change their mind. That's why IO, AL, and CT should all lay the groundwork for taking their states to "Shall Issue." Plus, the more states that go "Shall Issue," the more Luddite, Neanderthalish, extremist, out of the mainstream, un-progressive, etc., etc., etc., May Issue and esp No Issue will be. Be of good cheer -- WE ARE THE MAJORITY! ! ! WE WILL WIN! It is simply a matter of how much time, money and effort WE are willing to expend to win the fight. Every CGN member needs to search their soul to see if they are willing to do what it takes to win. Remember, Shall Issue lowers crime rates and that will make winning the AWB repeal and other battles that much easier. In the past 20 yrs in CA, you probably only needed an AW if you were in LA during the Rodney King riots, whereas if you live in any major city in CA, you may need a CCW any day of the week. There are plenty of substitutes for an AW (LAR, Mini, M1A, etc.), but there really is no substitute for a CCW (e.g., OC, taser).

Imagine what the below map will look like when CA is RED! :D Remember that image when you're thinking of watching Seinfeld or Frasier re-runs instead of going to your local Members Council meeting.

I forgot to mention: Be sure to post this info on the various national forums you belong to so that Iowa residents who are not NRA members (or at least not get the NRA-ILA emails) might get on board and take their state to Shall Issue.
