This is my new Bell Carlson M40 stock for my 700sps.

These are the washer/shims I had to install between the floor plate and the stock because the floor plate door won't close without them.

Question. .. is that acceptable, unusual, no big deal or send the stock back?

Oh..and what should I torque the receiver bolts to?

No big deal. If you can bed the recoil lug and torque to 65 inch pounds. torquing applies to everything that will cause vibration.
1.Aluminum Bedded Stock 65 in pounds
2.One Piece (20MOA) Picatinny Scope Base a Must (Badger,NightForce,Leupold etc) 30 inch pounds
3.Scope Rings (Badger,NightForce,Leupold etc) Aluminum 15 inch pounds, steel 20 inch pounds
Windage Screws 40 inch pounds

Your SPS 700 is a great platform. You will need
Karsten Cheek piece
A good aftermarket trigger (Jewel, Timmeny, Shilen set at 3.5 lbs) you will need any one of these unless yours is the old remy trigger. X mark pro has too much creep.
Firing pin(callahan) Aluminum Alloy
Muzzle brake If needed (Badger FTE, JP Enterprises,KDF)..
I could give you more if you tell me Caliber, Scope, barrel length and twist.
NOTE: Try shooting off of sand bags as much as possible the bipod will cause vibration and instability which will effect accuracy..

Are you sure? SPS in a 223 with 20" barrel is a 9 twist. I had 1 and it was dead nuts accurate.

LTR 20" barrel 9 twist
SPS Tactical 20" 9 twist

Note a 9 twist .223 is a good medium.. it can shoot from 50gr up 77gr very accurately..What is your formula.

Yup.... my mistake

My formula. .. I don't reload

Here's a question. .. say I'm shooting three shot groups... how many rounds down range per minute or in 5 minutes I mean so that the barrel getting too hot does not effect group size. .. I'm a noob at 100 yards and didn't do to well with the stock set up.

You know 88 its really not your fault, allot of people are mentored.
1.I usually take a cold bore shot (this will be extremely accurate as long as you are dialed in).
2. I shoot 10 shots at a comfortable pace so I can foul the barrel.
3. Let the barrel cool
4. Shoot 5 shot groups making every one count!
5. Do the same and make sure the barrel cools between the 5 shot groups.
There is no time limit as the rifle will cool differently depending on how hot the day is.
