Does anybody know if you can buy a 1911 frame and have it shipped into a CA FFL? Since 1911's are on the list, I would think you would be able to. However, on the Caspian site, it says no shipments to CA.
Does anybody know?

Nope you cant buy frames and ship them to CA.
I wanted a caspian frame for my full custom 1911, ended up using a milspec frame...had to buy the milspec and strip it to get the frame:(

If you get a single shot upper and the out of state FFL will install it for you, then you can import the assembled gun as a single shot pistol and it would be exempt from the "safe" handgun roster.
I'm waiting for my 1911 A2 SASS upper to come in the mail right now.
If you guys find an out of state dealer who will install it and sell you the frame and an FFL here in Cali that will receive it, let me know.

Ok, the safe handgun list says that a handgun has to be on the list by make and model. That puts most frames out of bounds. The handgun delivery rules require that you actually show that you can check for load status and unload it, which further makes it impossible for the FFL to transfer the frame to you.
You can get around this by:
Using a single shot 1911 slide.
Being a LEO.
Buying a frame through a Private Party Transfer.
Get cracking before we have the nationwide Handgun ban (kidding, but not as much as I'd like to be.)

Are the 1911 receiver built to mil spec just like the AR15 are? If so, wouldn't it make sense to purchase the $350 RIA (cheapest 1911 I know of) strip it, and rebuild it as one may wish?

An immediate-family-member living outside the state who can acquired a non-certified frame and send it to your FFL. Do a search on 12078 intra familial transfer for the details.

Ideally, they would all interchange, but many are made tighter in strategic areas.
The metallurgy of an RIA is nowhere near a nice Colt, but if you just want to tinker and learn 1911's, an RIA is fine for that purpose.
Don't spend $2000 customizing an RIA though.
I bought a $300 RIA to learn 1911's with, but I also own Colts so I realize how much nicer the Colts are, but appreciate filing on the RIA with no concerns about damaging it.

A couple of years ago I purchased a P.38 frame out-of-state. I guess it was the C&R thing.
