Sounds like the guy would make a good CA Sheriff.

See what happens when you give a Gov't official just even as tiny bit of discretion! They instantly turn into hypocritical, petty little tyrants.

He's being a n00b about it.
He should try Philly's idea: A parking ticket (or any other interaction with law enforcement that results in a fine being paid) is evidence of bad moral character and thus the applicant is ineligible for a permit.

Now, who living in a city of 1.5 million does not have a parking ticket?

I live in a county of 3.2 million and I've never had a parking ticket. Had a couple speeding tickets though (altho one of them was in a different state) :D
