So, theoretically speaking, if I was shooting with some pre-ban, hi-cap magazines somewhere on a featurless rifle, even though there is no law in possession of them, I was told that I could be arrested because I was not 18 years of age by the year 2000 when the ban came in. I am only 23. BTW, a Sheriff told me this.
I was under the impression that unless somebody was is caught importing, building, selling, transferring etc, there is no crime with hi-caps.
Does the above have merit to it?

i guess you should ask what the letter of the law says on buying hi-caps* the law says its illegal to sell, give ,manufacture them but they didnt state its illegal "to buy"
i'm trying to think of an analogous situation all i can come up with is its illegal to sell bootleg luis vitton purses but its not illegal to buy them
anybody have a better one?

Theres no law regulating the age for purchasing/owning magazines.

Don't think there was any law barring someone under the age of 18 from buying magazines themselves.

You didn't have to be 18 to purchase the magazines when the law was put into effect.
The sheriff is wrong.

You didn't need to be 18 to purchase the mags. You bought the mags hoping to purchase the matching rifle when you were old enough.

I was 16-17 when I bought mine
and I bought a LOT of them
The stores were more than happy to take your money.

If you were born before 1-1-2000, then you could have legitimately come into possession of them. They could have been given to you by a relative when you were a one day old infant.
Don't listen to stupid people. You didn't have to be 18 to buy magazines before the ban.

Yup.
And before 2000, it was entirely legal for a minor to have a non-Colt AR15 rifle. (He couldn't purchase it thru FFL, but gifted/inherited, etc.)
It was entirely legal for a 12yr old to buy a hicap mag on or before 12/31/99.
