Is there any law that would prohibit the mailing of spent casings to our congressmen and senators? Obviously, without any threats or other violent messages, but just to illustrate the absurdity of these laws.

Or, would a threat of violence be implied by this act? I could possibly see how that could happen.

Assuming that this is as harmless as I think it is, this could be really fun.

As the USPS photographs all letters, it could be tracked to your area or you.

Does the statute make it illegal to bring in spent cases?

Yes

If mailing a case effectively importing a case into DC?

IIRC, ever since the anthrax scare (when was that? Unibomber time frame?) Mail to congress people has openned far off site in a free state.
