I belive both VEPR .308 (RobArms or Arms of America flavor) and IO Inc SSG-97 are off list and can easily be made compliant (filling the thumbhole).
So my question is which one is a better choice ?
TIA.

I'd go with the VEPR.

I shoot both.
VEPR 308 is a way better then SSG-97.
My shoots 1 MOA out of milsurplus ammo (I just got lucky with this ammo. really good..) You can install thumbhole batstock from AK and fill hole and gaps between stock and receiver (receiver on vepr is little different from AK in rear part)
SSG97 is not so good 2 MOA, but ammo is cheap and I using her for decert plinking.

If you can't have both, get Vepr and start reloading.

I believe he's asking about the SSG-97 (PSL) in .308 not 7.62x54R. The .308 version is reported to be extremely accurate. http://www.dragunov.net/ssg97_308.htm

Both rifles are just as accurate IMHO. It has more to do with most people buying higher quality .308 than x54r. 7N1 will get you MOA or better out of a PSL if you wait for the barrel to cool between shots and support the rifle by the receiver instead of handguards (barrel is not free float).
