I have been looking at A LOT of threads (here and ar15.com) as well as ATFs site and need some clarification for shipping a stripped lower via UPS.
Do I have to declare a RIFLE?
Do I HAVE to insure it?
Can I NOT declare it and put an "adult signature" form on the package with ground shipping?

Depends on to whom and where it's going.

It will be going to an OUT OF STATE FFL. Then work done on it and sent back to my residence. I noticed the page linked says within California. Does anything change crossing states?

Adult signature required.
Insure it for the cost of the lower. That should be a no brainer. :p
Don't put anything on the outside saying its a gun. I perfer "parts."
Write the address or add extra labels on more than 1 side of the box.
Use a larger than required size box.

Not sure what shipping back into CA would entail, but I'm guessing a trip to a local FFL and a 10 day wait.

Whether you have to declare to the shipper - since it's going to an FFL, don't have to do that.

No - can come back directly to the shipper; return from repair does not need the FFL, and since the gun will be coming back from an FFL, UPS/FedEx/USPS will be happy.
