If I were to ship an OLL out of the PRK to any of the other free states as a PPT, can I ship directly to a FFL dealer or do I have to go to a FFL dealer and have them ship it?

Depends on the receiving FFL. If they allow shipments from non-FFL's then you can send it yourself. Just need to get clarification.

Depends on the FFL you are trying to ship to; call ahead.

To save trouble, I'd make friends with your favorite FFL, and get his permission to use his address to ship from.

As a reminder, everything coming into the PRK has to be FFL to FFL.

Actually many FFL's accept transfers from non-FFL's out of state. Only the receiving party must be the FFL.

As mentioned above, no statutory regs requiring an ffl as the shipper. Some ffl's, however, will not accept a package from a non-licensee.
