Sorry if this has been asked many times already or if it's a stupid question, but can you purchase a 1911 in CA (like by mail order) with a C&R license and forgo the background check/waiting period/safety course, etc?

Nope, all handgun purchases have to go through an 01FFL for DROS. If you have a CoE you can bypass the wait, but it still has to be processed via the 01FFL. You may however travel out of state, aquire a C&R-eligable handgun, and bring it back with you. At that point you'll still need to register the handgun with the DoJ by filling out some paperwork and mailing it with a check to the DoJ.

C&R w/ COE only allows you to forgo the 1 handgun/30 days thing. you'll still have to wait 10 days. It will likely have to go through an 01 FFL. If you are purchasing a C&R handgun, you might be able to do away with the 10 day wait though.

I could very well be wrong on the CoE waiving the 10 day wait, I don't have one so I'm no expert on its benefits.

What's a COE? I've never had to deal with that before.

Certificate of Eligibility. It's a pretty thorough background check involving a LiveScan fingerprinting and so on. Not cheap, and must be renewed yearly, but that's a lower cost.

COE & C&R FFL bypasses the 10 day wait for C&R handguns over 50 years old, but you may not purchase them direct from out of state vendors - they still need to be shipped to a CA FFL who will DROS it to you and then you walk out of the store with it.

C&R alone only gives you benefits with C&R longguns over 50 years old bought online/mail order or from a CA FFL.

If you have a C&R and DRIVE to a Vegas or AZ gun show, you can bring one back. That's the only legal way.

You do not bypass the 10 day wait but you get rid of the 1 per month requirement on handguns.
