According to UPS you can.

Ammunition must be shipped separately from packages that contain firearms. Only ammunition suitable for .50-caliber firearms or smaller is allowed. Also, when shipping, it’s important to print “ORM-D” on the package. Ammunition can be shipped only within the 48 contiguous states. Go to ups.com to view all UPS terms and conditions of service.

Many vendors will not ship to certain counties in SoCal but, typically this is an incorrect interpretation on their part of existing EPA and/or DOT regulation.

If your county or city doesn't have ordnance that prevents you from receiving ammo shipment, he just needs to ship it via UPS with a ORD label. Nothing to it.

ORME-D label no problem you can print them yourself and put on 3 sides of box.

If he wants to mark it as ORM-D then he needs to include the words "CARTRIDGES, SMALL ARMS" right above or before the letters ORM-D. It only needs to be on one side of the box.

A better option is to use a black and white "Limited Quantity" diamond label because it doesn't tell everybody that there is ammunition in the package.

He can print up a sheet of either type of label on this page...

Right now it is legal to use either marking, but in 2014 the LQ Diamond label will be the only legal marking.
