I remember there was some conundrum about this back in the Jerry Brown (D-Gov)/ Mike Curb (R-Lt Gov) days in mid 1970s. Maybe that was related to staff appointments and not bills, not sure...

there was a point in 2004 where Arnold and Cruz were out of state, making Burton the Governor for about 2 days.

Burton declared the day in honor of his favorite jazz musician and rumor has it fired all the GOP staff for about 5 minutes.
