Just called the Governator's office in Sacramento, and I thought I'd post the IVR walk through to help people not wait for 5 minutes when calling in.

First off the phone number is: 916-445-2841

The first thing you are asked is to press "1" for English (/sigh I know =P)

Then press "2" to comment on current legislation.

The IVR system will then go through 6-7 different descriptions of pending legislation and their corresponding keypad numbers. Press "0" for "Other".

To sum it up press the following:

#1
#2
#0

The woman on the phone was really really nice. And was actually knowledgeable on these bills.

I asked her how this process goes and she explained to me that they log every phone call, fax and email for and against and provide this to the governor to help him make decisions as to the desires of his constituents. Frankly I am amazed because no other state official I have contacted ever admitted to having such a system setup.

Good luck! Lets kick this pig!
