I'm trying to get my HSC so I can pick up a used gun but it seems everywhere I go they are either just out of cards or saving them for gun purchases only. Anyone know of a place that still has them available?

May want to post where you are located That may help
Also May want to say hello to people on the forum before asking questions
The search feature works great for finding local shops that may be able to help you.

Since you posted in the SD chapter I will assume you are in SD. Discount Gun Mart off Morena offers HSC for $25, that's where I got mine.

Holding the HSC cards for buyers only should not be legal. You might wanna check with the State if you wish to take it that far.

I have not had any trouble getting a card without a purchase though. Even most of the gun shows have a guy that issues them without a purchase. Same price.

I don't know what part of SD you live in but TDS in Bonita took care of me without buying anything.

Holding the HSC cards for buyers only should not be legal. but there is no law prohibiting them from doing that.

what would the State do when there is no violation?

provided that the instructor has blank HSC cards and is willing to issue you one. If he is low on them, he has the right to ration them to customers that will be purchasing a handgun from the FFL. If I were in his shoes, 'd hate to lose a potential $$$ profit because I issued my last HSC card to some joe off the street and made a measly $10.

yes, dealers are required to do PPTs on demand for a $10 fee, but there is nothing in the PC that I know of that requires them to issue HSCs on demand.

Discount Gun Mart and American Shooting Center wouldn't issue me one unless I bought a gun from them but I was just able to get one from Turner's after they just got a new shipment in today.

Unfortunately, the SR40 I was looking at got sold so now I will have to wait until they get a serial number from their vendor, then the 10 day fun begins.

I got one a year ago from American Shooting Center without buying anything, sad to hear that they've changed that.

You have to remember that during this buying frenzy, maybe the State is not keeping up with demand on the cards. It's not something the LGS can just make a bunch of copies of and keep on hand. They are like licenses in that they are numbered etc. And if you ain't buying, then what's the problem?

You should be able to get this anywhere. TDS Guns, P2k Range, Parallax Tactical... Pick one

because there are many reasons one would need a valid HSC card, even if you aren't buying from the dealer.

other than your parents dying and willing you a firearm, what else?

not just parents dying, but anybody dying and willing you a handgun.

CA-resident grandparent, parent, child, or grandchild that just wants to give you a handgun.

Husband wanting to give his wife a handgun.

having a friend lend you a handgun.

buying a handgun in a PPT.

I might be missing one or two other reasons you'd need an HSC even though you weren't buying a handgun from a dealer.

Main reason why I always want one is lending.
When shooting out in the desert, it's pretty often that I find myself with one of my friends firearms and not them. Ex. If it's still in the car and I hop in to go somewhere real quick. Or if we set everything up and they need to drive back to camp to grab something they forgot. Those are innocent situations that could turn into a headache real quick without one. And there's also just the instance that I borrow a friend's gun.

LOL!!

Here's what you do buddy.

Go into a gun shop with a smile and act optimistic about buying a gun from that shop and check out a few...

Then say you want to take the HSC test.

Then when they give you your certificate be like,"Alright guys! thanks so much for the help! I'll return on my payday! Can't wait to buy that 1911! I'll be back!"

Then never return to that shop again

Give turners in convoy/clairemont a call to see if they have any. Took mine not too long ago and no purchase required. $25. Just make sure they write your info and the expiration date correct.. They were so busy, they messed up on mine and I almost missed out on a ppt deal! Oh yeah took me about 1.5-2 hours due the amount of ppl in there. Grab a ticket and wait to be called at the gun section as soon as you get there. Good luck
