The Springfield XD 9505 is on the 'approved' list.

The Springfield XD 9515 is not on the 'approved' list.

The only difference in these two guns is that the 15 has an OD lower frame.

I was told that Springfield didn't want to list it and have to pay the 'tax'.

I was told that I could get one via a PPT.

Question: Is it possible via PPT or otherwise to get a NIB 9515?

Question: If it is possible, how?

It is possible via PPT. You'd have to find one already owned in CA by a Californian to transfer one to you. That person would have moved into California with one and became a resident, would have inherited one, or had one PPT'd to him by someone who was an LEO (fairly rare)

That's your only option for now.

Realistically, just go get the 9505 and send it out to a smith or to Springfield to have it coated in OD as that'll likely be less grief. Springfield either makes (or removes from production) a 1911 variant everytime they sneeze, so given individual models/variants are not necessarily in high production and may be hard to locate.
