I have a barreled action that I sent out of state to a machinist to have the action trued. To return it, he must ship to an FFL. I understand this and also understand the requirements to transfer back to myself as the original owner. My question is.... is this barreled action required to be DROS'd and subject to the 10 day waiting period?

Why do you (or he) believe it must be shipped to an FFL?

One presumes the machinist was an FFL, or you should not have been able to ship interstate to him.

So long as one end is an FFL, doing things the way FFLs are required, shipping between owner and FFL and back is legal and regularly accomplished.
