I live part time in az and work most of the time in California. I have a AZ. ID and CCW.

My mom who lives in AZ wants to give me a handgun she doesn't want anymore and I want to bring it back to California to use and shoot there.

How do I go about doing the transfer legally? Also the gun is a gen4 G19 off roster.

If that's the AZ-for-residents CCW, then AZ thinks you are a resident of AZ. Follow AZ law in AZ.

I want to bring it to California and leave it at my house there, yes I have a residence CCW in AZ. Can I just fill out the DOJ family transfer?

You just need to register it just like someone who moves here. There is no paperwork in AZ for your mom to give you a firearm. Its yours.

If you want to register it, new resident rather than oplaw, since the transfer itself will happen legally out of CA.

But CA isn't real clear on dual residency; might just want to conclude you are 'just visiting' and no need to register. OTOH, if you already have registered some with CA, probably should register the new (to you) one.
