Ok, I've looked around and found the ATF stuff about making a firearm. I've yet to see anything that mentions California laws specifically about making one or any references to California laws when looking up 80% lowers. Does anyone know what California laws would apply to this subject?

The only laws that apply are California's zip gun laws, and as they specifically refer to an exemption in the federal law, they now don't apply at all. This exemption apparently didn't exist when the CA law was made.

Anyway, the zip gun laws only apply if you're making a federally illegal AOW.

Keep in mind that 80% AR lowers are very hard to finish. At the least you'll need a mill and jigs.

The 1968 Gun Control Act regulates it, that's it.

You may not be a felon, you have to be a US citizen, and you can't be a prohibited person.
