I am well over 21 years old but have been asked how a 20 year old CA resident would go about legally aquiring a modern handgun in CA. So far as I know all sales and transfers must go through an FFL and a 4473 completed. An FFL can not sell or transfer a handgun to an individual fewer than 21 years old.

Is a mail in intrafamilial, in state transfer form available for this purpose and if so, must the 20 year old possess an HSC card?

How would a 20 year old CA resident go about legally aquiring a modern handgun in CA?

Family transfer is the only legal option, and HSC is required.
