I've a hard time trying to make sense out of what you are trying to say, maybe cuz English is not my first language, so, please clarify your situation and your question (and your location, if you need FFL referral).
"Trutanich Michel, LLP - Attorneys At Law" link up top of this page should help, one way or the other.

I took a hunter safety course from this guy (http://www.goodwinlawcorp.com/). he claims to have done work for various hunting and shooting clients.
Fortunately I have never needed a local attorney, so I can NOT personally vouch for him. But he is familiar with firearms and has that prominently on his C.V>
otherwise ask Trutanich Michel as suggested above.

What's the basis of their claim? They think you're a felon?
There are very few reasons a person can be legally denied the right to posess. What is it they're claiming? This concerns me because I live in Sac county also, and I don't like surprises! Let me know what I have to watch out for, please.
BTW I have also met Jeff Goodwin (took hunter's education w/him) and he seems like a stand-up guy. If I ever need legal help with a firearms related matter, he's the guy I'm calling. Wish you good luck in getting your issue resolved
