l have been thinking about building an AR lower. How would I regester it, would l have to regester it ? Does anyone know the answer, Or have any feedback.

"Built" from solid stock aluminum?
Built from 80% lower?
Built from stripped lower?

First two their is no paperwork involved, last their is, just like buying a long gun.
When you say registered, are you looking to build a pistol? Long guns are not registered, but I think we know what you mean.

You are not required by Federal or CA state laws to register a firearm that you built for personal use.

CA does allow a person to voluntarily register a firearm.
But, why would you?

I don't recall the sections of the penal code offhand, but yes, you can machine your own lower and do not have to deal with any paperwork as long as the finished rifle complies with all current laws

You would essentially create your own off-list-lower. If you have the machinery for it, this would definitely be a highly interesting and worthwhile project. If this is the route you're planning to take, please post pictures as you proceed.

no registration required, even if you build a pistol (which many of us have).

I pick up my 80% lower. Now I just have to complete it. Shouldn't be too much trouble.
