Any of the Savage 93's. Ranges between $180 and $500+, depending on exact model.

Every once in a while Sports Authority will have a sale and they'll be $179.99. Most of the bigger places will have the base model 93R17 for $199.99.

I took a factory 93R17 BSEV which is the Boyds stock on a spiral fluted bull barrel, recessed target crown, stainless, and accutrigger, and worked it a bit. Put a 6-18x40 Cheapo scope on it with an adjustable objective, but the little Sweet 17 works great. That with a bipod and a little love with the trigger is amazing. I took 2 or 3 coils off part of the trigger spring with a tutorial from rimfirecentral.com and got it to 1lb, 2oz consistently. Breaks clean as glass, safety still works, and its a phenomenal gun. You can get them from buds for about $475 or so.

The other one is a laminate thumbhole stock with a full bull barrel in stainless. Its only $347 on sale right now at buds again and I would buy one of these had I done it again. You can still do the same trigger work on this gun too.

Check both of these out and hope you find something you like. You can get them for as low as $186 for a heavy barreled version and synthetic stock, but I REALLY like the wood stocks on them better by far because they don't flex.

One more thing, its only $229 shipped and its a blued, heavy barrel version in synthetic.

I really like the Nitrex scopes from Natchesss.com and you can get them for a killer deal. If you want a great budget target scope, the Truglo Infinity from Natchez as well, you can get a 6-24x44, illuminated reticle (fine target hairs) and adjustable objective. Mine has been through hell and back and it still holds a zero and tracks true. 1/8moa adjustments as well. Many of them have different caliber cams to use for a BDC on .223, .17, and .308

A .17HMR can reach out there to 200yds with pretty good accuracy. I think you'll find that a 4-14x and certainly a 3-9x lacking in magnification except for hunting purposes within 100yds.

I recommend a Weaver 40/44 Model 6.5-20X44MM at the low end (a good scope by the way) for $180 or so. Up from that I would recommend a Weaver V-24, 6-24X as a better scope for around $320-$350. Buy the scope once, pay the price for a good one and you won't be sorry. Buy an inexpensive $100 scope that will probably not please you and maybe sell it for $50. Buy a Weaver V-24 and decide to sell it and you'll get upwards of $300 for it. There is no such thing as good, cheap optics.

I own a Savage 93r17 and its a great rifle, wears a Vortex 8-32X scope so I can see those bullets holes in the targets at 100yds. Those scopes are no longer made.

I wouldn't go less than a 4-16x power on a .17hmr
