Not a great explanation. Lead wire is made, cut to length. Copper sheet is made into cups. Lead cores are inserted into the jackets and then the bullet is formed. Although not common, this can be done by the home hobbyist. RCBS in fact stands for Rock Chucker Bullet Swage.

No one said it couldn't be done at home. However most of these "how stuff works/how it's made" shows only show the basic process of things. It's not like the companies letting them film want all of the details of their manufacturing process out for the world, and their competitors to see.
