Are the predictions made in this article accurate, especially with regards to this:

Yee's proposal would give gun owners until July 2013 to have their weapons altered so the "bullet button" could no longer be used to detach the magazine. His spokesman, Adam Keigwin, said a gunsmith could make the change in a few minutes by welding over the mechanism.

Or, did the article write get is all wrong. I have been really confused about what this bill would do, besides shafting California gun owners.

Adam Keigwin knows, and Gene Hoffman might know, but until the legislature comes back on August 6, and the Leginfo website gets updated, we can't know.

When he first announced the bill, Yee claimed that it would outlaw bullet buttons. Then when the text of the bill was actually released, it only made "conversion kits" illegal. I suppose it's possible, although unlikely, that something similar might happen this time.
