Would I need to go though an FFL to purchase the lower receiver of an MSAR STG556 from a private party that lives out of state? It's just the lower, no barrel, trigger group, bolt, etc. I was told by a local gun shop that I could just buy it and register the lower with a form off off the DOJ website, but wanted to maker sure before I buy it.

Yes. FFL necessary. You can't buy from a resident from another state and he can't ship it to you...

When you say "lower", it is assumed you mean the serialized receiver.

The lower is the gun and seeing it is coming from out of state then without question it needs to go through an FFL. DROS and 10 day wait.

Make sure if it is the serialized part or not . For those who are saying the lower is always the registered part this isn't always true - for example on an FAL or clone the serial is on the Upper receiver.

I don't know about which is relevant on the STG556

MSAR has the serial number on the upper section. Under/near the rail

There really is no upper vs lower on this rifle.

Right. I was mistaken. It is the part with the MSAR serial number engraved. Thanks for the clarification.
