View Full Version : California Progress Report on Microstamping
http://www.californiaprogressreport.com/2007/06/california_shou_3.html
Hello, this is Assemblymember Mike Feuer.
On July 28, 2005, a 14 year old boy and his 18 year old brother were shot and killed in a mini-mart down the street from their home.
Law enforcement found 4 shell casings at the scene. No leads.
In 2000 a man coming home from work was flagged down by a woman apparently in distress by the side of the road.
When he went to help her, 2 men tried to rob him. When he ran, they shot and killed him. 3 shell casings. No leads.
These are not isolated incidents. In 45% of homicides in California, no arrests are ever made, and the perpetrators, often members of violent gangs, are left to roam the streets, putting all of us at risk. To catch more of these violent and dangerous criminals, I have authored Assembly Bill 1471, which would place a microstamp on all semiautomatic handgun cartridges purchased in California beginning in 2010.
When a round is fired, the shell casings from semiautomatic guns are ejected from the weapon and are often retrieved at crime scenes.
Microstamping the cartridge would transfer crucial data, including the serial number of the gun, to the shell casings on two different locations of the bullet to maximize law enforcement’s ability to track down the weapon used in a crime.
60% of the 2,400 homicides in California used handguns in 2004, and 70% of all new handguns purchased in California are semiautomatics.
Police chiefs and departments across the state have backed AB 1471, and the Assembly supported the bill by a vote of 44-29.
At an additional cost of only 50 cents to $2 per newly purchased handgun and with no new license or permit fees, California has an opportunity to become the first state in the country to require this technology and prevent killers from killing again.
It’s the least we can do for the thousands of murder victims’ families who never saw justice served for their lost loved ones.
You can leave comments on the site if you wish.

I'll post this site to the other gun forum I frequent.

The most idiotic thing about this bill is if my gun is stolen and used to commit a crime, I will be come the prime suspect since the serial number on the casing will track to me. Wasting valuable law enforcement time and energy figuring out who the real suspects are.

Since I saw no point in being respectful and serious (he isn't listening anyway) I posted this:
This is not your job Mr. Furher. Why don't you consider doing something that is beneficial to California like say, STOPPING the invasion from mexico? We are being invaded by a foreign country and you're trying to enact more gun legislation?
I'm not an enlightened, elite ruler like yourself, but I'm almost certain that this would do more to deal with crime than any gun-control legislation you can dream up. Of course, you would loose the some votes by blocking a slave class from entering the country (I hear that uneducated, financially desperate individuals like to vote for people who give them goodies, but that coulc be incorrect), but you're only in this to serve the best interests of your state and country right?
Oh geez..... it looks like I spelled his name wrong! I meant fueur and not furher.

Guys,
Posting on the Progress Report only makes them happy. Best to read, laugh, and ignore.

You really think so. I think it scares the carp out of them that the only articles they get significant responses on are the anti articles and that the only people that read and comment are pro. Plus the fact that responses are uniformly grounded in logic and reality while the article is uniformly fantasy.

I think Gene is right. Only committed leftists read that site for anything but amusement - the denizens there most likely appreciate wasting of efforts there which could be applied elsewhere, in places with at least a theoretical possibility of having a beneficial effect.
People who write fantasies there don't let facts and logic get in the way; the fantasies are a cover for actions not at all fantastic, but the cruelest political reality.

Which is exactly why I couldn't post a serious response. The sarcasm made me feel better anyway......

I'm not trying to be a bigot - I'm really not - but how many CPR readers do you guys think there are who only speak Spanish?
Blatant pandering aside, was it really necessary to include the transcript en Espanol written by de Leon?

Posting to a socialist website may not have a dramatic effect, but it does plant a seed.
Alot of liberals thought that the 2A was a collective right and court decisions reflected that. But when libs actually looked at the 2A and did some real research, the light bulb clicked on and they realized that it's an individual right.
The courts are now taking this position, Parker Vs. D.C. is a victory for our side and 40 states have right to carry.
Now all we have to do is bring the truth to the California libs that have not discovered it on their own.

i love the fact they cite 2 instances one in 2005 and the other in 2000. More than likely, even if the casing were stamped back then, it would ahve been stolen, counterfited, or setup purposely. hmmm
why do they waste our tax dollars on stupid laws. i can only imagine it is expensive to focus government on something like this.
anyways, keep up the hard work CA politicians.

A question...is there any way to see which chiefs voted which way? I would be very interested in this information.

Here's my contribution:
Well, this sounds like a fantastic idea. After all, criminals will surely purchase and register there handguns allowing them to be caught via microstamping of the casings.
I guess the study that shows most guns used in homicides are stolen doesn't count here. You will get a microstamp that will lead you to the original purchaser of the gun. He will tell you that it was stolen a month ago during a burglary. Where does that leave you? No where closer to finding the shooter. As a cop, I would have to say that the logic is flawed and the idea, while nice, will only serve to further restrict the law abiding gun owners that won't shoot people.
I suppose that's the reason they call this "feel good" legislation.

After talking to a manager of the local indoor gun range, he's convinced he will have to shut down if the micro-stamping becomes law.
California will once again loose more legitimate revenue from businesses leaving the state or shutting down.
Unbelievable, once again, law abiding citizens loosing their 2nd Amendment right. They are loosing the right; many gun makers will not sell firearms in CA if this becomes law, thereby not giving citizens the right to protect themselves.
Like I said before, criminals will pick up their casings or alter the weapons, so tell me Mr/Mrs assembly person, what law will prevent this?

So no one mentioned how CCW might have prevented these tragedies had the victims been allowed to carry?
Thank Ahura Mazda I'm leaving this god forsaken state next week.

Absofrigginlutely:cool2:. I got a job, and I'm packing my stuff and heading out this week even though I don't have a place to live yet, figure it out when I get there:eek:. I can't wait to leave with the politicians presenting bills like this, it means those left here are truly doomed in this state until Parker kicks in, or, until Gene spends most of his life's earning buying votes or getting himself thrown in jail to set a precedent for the rest of you :D.

Not meaning to knock anyone's fun, but you have to be VERY careful to not perpetuate any myths they can use against us. Plus, its kind of like being the weight watchers rep at Rosie O'Donnell's meal... You can say whatever you want, but they're still going to be f'n stupid.

I notice the ones we dont pounce onto are commented on by a guy who plays spelling nazi in order to win at the debates but he sure doesnt have much to add even though he is a "gun owner'. I like the one were duffas says he tried to pass a bill that would make CA a "shall issue" state but the Sheriffs killed it...yea right; like a small group of elected LE killed a bill and that was because the republicans helped kill it.
Maybe Im wrong but Id have to be a fly on the wall to believe it.
