Saw some really good bucks today (Four bucks and a doe) while I was out with my dog. I only had my iphone, but you can still make out the antlers.
This was just off of Coldwater Canyon in Beverly Hills. The DWP property behind the little park by the fire station. I think these guys are safe.
Man... if I go to one of the local National Forests, I see maybe one little forkhorn for every 30 does or so. In the Santa Monicas, I see bucks all the time whenever I see deer.

Would archery hunting not be legal in the area?

I went scouting on Saturday and saw two shootable bucks. I'll never say where.

The Santa Monica Mountains National Recreation Area (SMMNRA) is a hodgepodge of land owners and stewards. The public land is primarily held by National Parks, State of CA, and the Mountains Recreation Conservation Authority (MRCA), a California creation.

Anyway, the answer is no, except maybe on private land, and considering local municipal ordinances.
